His Majesty King Hamad bin Isa Al Khalifa, issued Decree 71/2023 amending some provisions of Decree 61/2021 on establishing the General Sports Authority (GSA) based on the Prime Minister’s proposal, following the approval of the Cabinet.
Article I
Article IV and Article V of Decree 61/2021 shall be replaced with the following:
Article IV:
The Authority directly assumes the following duties and mandates:
1- The responsibilities assigned to the administrative body concerned with private entities working in the sports sector, as per the provisions of the Law of Associations, Social and Cultural Clubs, and Private Bodies Working in the Field of Youth, Sports and Private Institutions issued by Decree Law 21/1989.
2- The responsibilities of the ministry in accordance with private entities working in the sports sector, as per the provisions of Decree Law 21/2013 on regulating fundraising for public purposes.
3- Propose and implement sports plans, projects, programmes and services.
4- Providing support to private entities working in the sports sector.
5- Financial oversight of sports federations within the limits of government support granted to them.
6- Approval of sports sabbatical leave requests.
7- Approval of sports commercial activities as per Decree Law 27/2015 on commercial registration.
Article V:
The chairman shall directly assume the following duties and mandates:
1- The responsibilities assigned to the minister concerned with private entities working in the sports sector, as per the provisions of the Law of Associations, Social and Cultural Clubs, and Private Bodies Working in the Field of Youth, Sports and Private Institutions issued by Decree Law 21/1989.
2- The duties assigned to the minister, according to Article VI of Law 27/2010 regarding sports sabbaticals during the period of preparation and participation in sports games and tournaments.
3- The duties assigned to the minister concerned with private entities working in the sports sector, as per the provisions of Decree Law 21/2013 on regulating fundraising for public purposes.
4- The responsibilities assigned to the minister according to Law 8/2021 on sports professionalism.
Article II
The Prime Minister and ministers, each in their capacity, shall implement the provisions of this decree law, which takes effect on the following day of its publication in the Official Gazette.
