His Highness the Crown Prince Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah has addressed a cable of congratulations to Sheikh Maktoum bin Mohammad bin Rashed al-Maktoum, the First Deputy Ruler of Dubai Emirate, on the decree issued by Sheikh Mohammad bin Rashed Al-Maktoum, the State Vice President, Prime Minister and Dubai Ruler, appointing Sheikh Maktoum bin Mohammad as the First Vice Ruler of Dubai Emirate.
