As part of the fifth course modules which will continue up to March 13th, the National Defence College (NDC) opened today the seminar on innovation in governmental work. The opening ceremony was held under the auspices of Sheikh Khalid bin Omar al- Marhoon, Minister of Civil Service in the presence of Lt.Gen Ahmed bin Harith al-Nabhani, Chief of Staff of the Sultan’s Armed Forces, a number of honorable members of the State Council and senior army and security officers.
‘Creativity Produces Innovation and Invention’, said Maj.Gen Salim bin Musallam Qatan, Commander of NDC while delivering the keynote speech.
The first day included a number of specialized working papers and discussions including the working paper by Abdul Salam bin Mohammed al- Murshidi, CEO of the State General Reserve Fund on ‘ Innovation in Governmental Work and its Role in Enhancing the Investment Environment in the Sultanate’.
At the first session titled ‘ Governmental Initiatives to Develop Performance’, Sayyid Salim bin Musallam al- Busaidi, Undersecretary of the Ministry of Civil Service for Administrative Development Affairs gave the first working paper on ‘ Initiatives to Enhance the Individual and Institutional Performance in the Public Sector’.
Talal bin Sulaiman al- Rahbi, Deputy Secretary General of the Supreme Council for Planning delivered the second working paper on ‘ Oman Vision 2040, Key Drivers and Pillars’.
The third working paper on ‘ Balancing Program and Performance and its Effect on Developing Governmental Performance ‘ was delivered by Nasser bin Khamis al- Jashmi, Undersecretary of the Ministry of Finance. The fourth working paper on ‘Execution Program and its Effect on Enhancing Governmental Performance’ was delivered by Azzan bin Qassem al- Busaidi, Head of the Business Environment and Finance Team at Tanfeedh Unit.
At the second session which was titled ‘ Governance and its Effect on Governmental Innovation’ included a working paper by Dr. Yahya bin Nasser al- Khusaidbi, Undersecretary of the Ministry of Legal Affairs on ‘ The Reality and Challenges of the Legislative and Judicial Process in the Sultanate.
Dr. Hamad bin Said al- Oufi, Undersecretary of the Ministry of Agriculture and Fisheries presented a working paper on the ‘National Priorities and their Effect on the Quality of Governmental Work’.
It should be noted that the seminar is expected to highlight the trends that enhance governmental innovation and forecast the future of the governments.
